First off make sure that the pics are .jpg (.jpeg) files and not .bmp (a.k.a. bit mapped) files. That will decrease there size quite a bit.

If you have MS Office XP or 2003 just use the MS Office Picture Manager. Open the file with that and they have a "Resize" option in tools. You can use Web Large/Small or Email Large/Small. Any of those sizes will work in the forums and in PM's (use web large hint hint).
