Ya know what I'm gonna surprisingly disagree. Sorry but they're not the same. Women don't have the same attraction to a men's pecs/breasts. A woman's are more sexual and invoke list in many men. Not only that but i hear women complain about men uncomfortably checking them out and this would be worse every creeper in the world would congregate at these public beaches. I'm not sure I'd feel comfortable taking my child to a beach if I knew that was gonna be there.

I live in europe and going topless is not an issue on most beaches. Its so normal that people dont even pay attention.

agreed! Topless bathing is/was common at European beaches in countries where I have spent much time: Sweden, Denmark, Spain. I enjoyed the view!
