The theory with women who do this is that they cannot handle expectations of being in a relationship with another adult. They pursue an underage male to have a relationship on their terms where they perceive themselves to have the control.

Supposedly, it's also different from a male that pursues underaged females, because studies have shown that the males have many, many victims, while the females who do this stuff only do it a few times.
